Information for the foreign students

 

The Bila Tserkva national agrarian university is one of the oldest educational institutions of Ukraine, the origins of which date back to the 17th century. It is located at the ancient town Bila Tserkva, which was founded in 1032 by the Kyiv Prince Yaroslav the Wise on the high rocky bank of the Ros’ River and was named as Iuriiv. In the thirteenth century the town was destroyed by nomads, who left only the ruins of the cathedral. This high white stone building remained standing during a long time surrounded by the dense and wild forests. Later, the town arose from the ruins where cathedral stood, the town was named Bila Tserkva (White Church). In 1569 Bila Tserkva became part of the Polish Commonwealth (Rich Pospolyta). In 1589 the Polish King Sigismund III gave the Magdeburg Law for Bila Tserkva. In 1774 the Polish Crown Hetman, Count Ksaverii Branitski received the town Bila Tserkva as a gift and it remained the Branitski’s family manor until the twentieth century. At the end of the XVIII century Branitski founded the park "Alexandria", which is one of the most beautiful parks in Ukraine.

The researchers of our University have achievements of international significance, for example: for the first time they selected a one-seeded form of sugar beet and created a world-wide renowned variety of wheat the “Ukrainian 0246”. They invented the method of preserving the genetic potential by the deep freezing of gametes, and experimentally proved the infectious nature of mammals leukemia.

The power of the University is its teaching staff, among them Honored Workers of Science of Ukraine, Honored Workers of Education and Higher Education, Honored Workers of Agriculture, winners of state and academic awards. Today the education at the university is provided by 12 academicians, 56 doctors, professors, 286 PhDs, they contribute to ensuring the competitiveness of the graduates of our university. The high-quality professional education is based on modern programs and methods, combination of theoretical and practical trainings. Together with European universities, we successfully implement the common education programs with double diploma.

Rules of admission and the cost of training

Documents required for foreign students to enter the higher school in Ukraine:

  • Standard application form;
  • Original or copy of document about education and estimations got on educational disciplines (these documents must be legalized; translation of documents into Ukrainian or Russian language must be notarized);
  • Medical certificate about the state of health, notarized by the official organ of health of country which a foreigner arrived from, and given out not later than two months to departure on teaching to Ukraine;
  • Insurance policy on providing of Medicare (except for foreigners, who arrived from countries which signed contracts with Ukraine on free providing of urgent Medicare);
  • Original or copy of document about birth (these documents must be legalized; translating of documents into Ukrainian or Russian language must be notarized);
  • 6 pictures of 60 x40 mm;

All documents must be legalized in Ukrainian Embassy and translated in Ukrainian or Russian language.

 

GENERAL INFORMATION

Attn. foreign students

 

Foreign citizens arriving for studying in Ukraine often face various problems. Dean's office is readily available to assist students in solving the majority of them.

The students are strongly recommended to familiarize themselves with the offered information. We hope that these recommendations will help them to avoid unnecessary difficulties and complications.

One should remember that all foreign students should abide the Laws of Ukraine as well as the Internal Regulations of the University and Campus along with the University’s Code of Conduct.

 

Rules and Academic Requirements towards Foreign Citizens

 

Foreign students should attend classes, do their home assignments in time, have regular refreshment and rest, take part in the social life of students’ community. It is mandatory for the students to study at home, attend language-labs and consult with professors and tutors on a daily basis.

The students should observe their class schedule, never miss classes or be late. Every student must know that regular academic work during the semester would spare much of pre-exam preparations.

Any student who has missed 20% or more classes without any good reason would face problems finishing University studies and may be expelled.

 

Disobeying of Academic Regulations, Penalties

Students, who miss classes without any good reason or fail to observe the Code of Conduct during classes or whilst in dorms, become liable according to the Code of Conduct.

In the event that a foreign student violates the Law of Ukraine, he or she shall be punished according to the decision of the Acting Court of Ukraine of the respective jurisdiction.

The one guilty in the breach of the University Code of Conduct or the University Academic Code may be reprimanded or rebuked.

In compliance with the terms of Individual Contract for studying at the Pre-University Department, a student may be expelled from the University after 3 rebukes or reprimands that had been issued.

The cessation of the Individual Contract for studying at the University entails immediate cessation of the accommodation in the students’ Dorms, and the person found guilty shall immediately leave the hostel.

In the event that the expelled individual refuses to leave Ukraine, he or she shall be deported to the country of origin according to the Law in force, with the formal recognition of the above as a “Person non grate”; the Ministry of Foreign Affairs of Ukraine shall report to the Embassy of his or her country.

 

Daily Routine and Exams

The classes begin and finish to the schedule. A class lasts 90 minutes. After every 45-minutes class there is a break. The students should be present in the auditorium before classes start. During the lessons they shall not visit the Dean’s office, canteen etc. The Dean’s office receives students after 2 p.m. (14-00)

Students may consult with their professors during and after classes.

Student’s records are determined on the basis of tests, labs and individual work, credits and exams earned. Taking exams is allowed after passing of all mandatory tests, labs and tutorials.

Student’s individual rating is graded as: “0-59”-unsatisfactory, “60-74”-satisfactory, “75-89”-good, “90-100”-exellent. The student earned “0-59”, is considered as that who has failed an exam.

During the examination session, students are required to report to an exam in time according to the schedule. If they are late, they are not allowed to pass the exam.

Late taking an exam is considered as an exceptional case, and may be allowed by the Dean in the event that all documents proving the reason for not taking an exam in time are submitted.

The students who missed exams without any good reason, have not passed the exam in time may be expelled from the University.

 

 

Liquidation of the Academic Debts
 

Students are obliged to pass examinations and tests within the deadlines determined by the Dean's office.

In case of failure at the regular examination scheduled within an exam session, a student has to re-take the exam within a two-week period after the current session.

If a student has received three consecutive unsatisfactory marks ("0-59"), he or she is not allowed to re-take these exams one more time, and shall be dismissed from the university due to the Academic debts.

The Dean’s office may allow a student to retake the exam in such cases:

-  If a student did not pass tests or examinations because of the valid good reason;

- If a student has not pass one or two credits or examinations or a credit and an examination.

After submitting control, graphical or laboratory assignments, a student will be allowed to pass a credit or an examination in a given subject.

To pass an examination after the Dean's office deadline, a student should submit the application requesting to grant him or her admission on re-taking an examination. He or she also has to guarantee a necessary payment for professor’s overtime work.

The Dean's office draws up a bill to be paid in the bank by a student. The receipt of payment is to be presented to the Dean's office, before a permission for re-taking an examination or credit will be issued. In case of failure a student is expelled from the university and is obliged to leave the country according to set terms. The Dean's office sets the final date of departure.

 

Order of Addressing the Dean's Office

During the course of studying a student may need to solve his or her personal problems: getting permissions, travel visas, various information, obtaining help in choosing specialty and many others.

In every case, when the Dean's office would have to issue a document or address any other institution, a student has to write a formal application indicating the name of the applicant, country of origin, academic group of the applicant and the plot of the request.

Students’ applications and requests are considered by the Dean or his assistants.
The Dean's office is open for consideration of various questions from 14:00 till 17:00 daily, except on Saturday and Sunday.

 

Some Rules of Residence in a Student's Hostel

 

Daily Routine in a Hostel

 

Students are recommended to get up not later then 7:00, have breakfast, become prepared for the beginning of the working day and come to classes on time. Students must be present in a classroom at 8:30

After classes students have time for dinner, rest, doing home tasks, excursions, tutorials, sport and free time.

Pre-University department students are recommended to go to bed not later then 23:00 for having good rest. Students must not talk loudly, listen to loud music, and play musical instruments in a hostel after 23:00.

 

Hostel Rooms

Students live in the University hostel.

Settling in a hostel, a student receives the inventory list and the pass to the hostel. Student receives belongings and utensils according to the inventory list including: beddings, curtains, shelves and others. The things listed in the inventory list should be managed carefully and then returned.

According to the Ukrainian Law it is prohibited to smoke in public places (student’s hostel is one of them)

According to the Rules of Residence in a hostel, students must not drink alcohol or come in a state of intoxication to the hostel.

Students must keep up cleanness in their rooms, maintain order and calm, use equipment: rooms, kitchens, toilets, elevators carefully. Students should tidy up the rooms every day. Students must clean tables and stoves after cooking in kitchens.

Students must not break the silence in the hostel. They must not sing loudly, play musical instruments; listen to the radio, tape recorders, TVs aloud.

Students can be expelled from the University for breaking the rules of residence in a hostel.

In the event that a student have caused a damage to doors, windows, walls of rooms, sections or other equipment, the hostel administration draws up a statement to the Dean's office. Students who caused damage must compensate it. He/she must buy the same items instead of the lost or spoiled ones and hands them over to the hostel.

Living in a hostel, a student should obey the Rules of Residence in a hostel. It guarantees safety and good relations with neighbors. In case of problem in a hostel, a student can ask for help to the hostel tutor, to the teacher or to the Dean.

Students can invite visitors to their rooms after lessons till 23.00. Visitors must leave a hostel at 23.00. In the event that anyone’s visitors cause problems, the student who invited them is considered to be responsible.

 

Traffic Regulations

There is a heavy traffic on the city roads. Whilst crossing the streets, it is necessary to observe the traffic regulations. Failure to follow these rules can cause damage of health or even death. Be attentive on the streets!

Be attentive on roads in winter, when it’s slippery. Do not walk close to sides of buildings in winter, since there could be heavy snowfalls and falling of icicles from the roofs frequently

 

Storing Personal Documents

Students of University are issued the documents, which give them the right to use library, a hostel, receive discounts and other privileges. The most important are the following:

   The Passport;

   The Contracts (for study, for living in hostel);

   The student's card;

   Examination Card;

   The pass in a hostel;

   Insurance policy;

   Personal identification code and other documents.

Loss of these documents deprives a student of his rights. Every student should keep the documents carefully and not lose them.

In case of losing any of the mentioned documents, a student has to inform the Dean's office immediately. In case of losing the National Passport, its owner must report the loss to the police station of that area where the passport has been lost at once, and to receive the document confirming the said loss from the police authorities. After producing this document to report the officials at your country’s Embassy, you will be issued a new Passport.

Money is recommended to keep in small banknotes, so that strangers could not take them easily, or in a bank.

It is necessary to do all operations with currency with a documentary prove of a transaction, proving the legitimacy of the currency transactions. When the documents proving the legitimacy of the currency transactions are absent, the following fine sanctions can be applied: confiscation of goods to the criminal or administrative proceedings.

 

Housing

If for any reasons a student does not wish to live in the hostel, he/she should refer to the Dean’s office to get the permission and conclude a Contract for renting an apartment. In order to get the permission for living in a private apartment, a copy of the Contract, filled in and signed by the landlord, ensuring safe dwelling for the student, have to be submitted to the Dean’s office.

 

Staying in the City

Students enjoy every right of visiting museums, cinemas, sport events, having walks round the city in groups or individually on their own at any convenient to themselves time.

 

In order to avoid problems whilst being away from the university or hostels it is necessary:

 - to familiarize yourselves with the cultural aspects of behavior in the city, relations with its residents of different age groups, the time for safe walks and other issues;

 - when having walks, it is desirable to avoid being alone, rather accompanied by group mates or senior fellow citizens;

 - before going shopping it is advisable to get to know the names of the products to be purchased, have them written to show to the shop assistant.  

- if you do not know the way to the hostel from the downtown, ask help of the mature passers-by. Show the card with the name of your hostel to explain the reason of your address;

 - visiting casinos and other gambling places will end up by losing your money;

In case you have an unpleasant incident, let your tutor or Dean’s office know about it and they will do everything possible to help you.

 

In Case You Are Stopped by the Police

 

The police officers can stop you in the street and ask for your passport or student’s identity card.

If your passport has been submitted for the registration, you will be given a temporary document with your photo identifying your personality.

You can be detained by the police for clarifying different questions, but no more than for 2 hours, in case you happen to be without passport or student’s identity card.

When detained, ask the police officers to call to the Dean’s office, hostel, teacher of the Russian language or to the Dean. The telephone numbers on a special card will be given to you in the Dean’s office.

 

The Termination of Studying at the University

 

A Registration Card

After finishing the University, students have to return borrowed books to the library, all the belongings and utensils of the hostel to its Superintendent and to receive a super’s signature in a registration card stating that the bearer of this card is not indebted in any way.

In case you have damaged or lost a book borrowed from a library, you have to buy the same item or to reimburse its cost fully.

All contradictions arising thereof as well as arising out of the student’s disagreement as to the cost of the damaged items are to be brought before the Administrative Court.

A Registration card, an Examination Card and student’s identity card are to be submitted to the Dean’s office, and be given an order to the faculty hostel where the students continue their studies, a visa and a passport will be provided with as well if the students wish to leave for holidays.

 

Violation of the Law of Migration in Ukraine

 

Students who do not inform in due time of their further place of stay after finishing Pre-University department are subject to legal penalties for infringement the Laws of Ukraine. Such students are considered to be lapsed to illegal status. The information about such students shall be disclosed to police and, in case of their detection on the territory of Ukraine, they shall be punished according to the Law (arrest, detainment, deportation to the country of origin, etc.).

 

University and City

 

During your first days of stay, your fellow countrymen will help you to find out about the location of students’ polyclinic, marketplace, banks, shops and so on. While studying Ukrainian and the history of Ukraine, you will go on different excursions and get better acquainted with city, its historical and cultural monuments, educational institutions, with University and its campus, other cities and towns of Ukraine.

Departures to other cities of Ukraine on excursions are only permitted during vacational period within a group of students guided by a tutor.

 

Shopping

 

Food stores are open daily from 8:00 to 20:00, many shops work 24/7.

Household goods shops are open from 10:00 to.19:00 and closed on Sundays. The opening and closing hours may differ in different shops. The post-office, drugstores and banks are open daily except for Sundays from 9:00 to 19:00. Cash dispensers work 24 hours a day.

 

Bank Services

 

Safe money and securities storage is only possible in state-owned banks or banks having state license and having worked for over 7 years in the market.

When opening a bank account it is advisable to learn about interest rates the bank offers, cost of bank transactions, how long the bank is in the market, if a bank has commercial ties with the bank at your home place, what bank you know well can transfer money to Ukraine from your home place.

 

Public Transportation

 

Public transport is available from 6:00 to 22:00.

 

It is recommended that the students inform their teachers or tutor about the problems in the hostel and their studies.
